Why Is HUD IT So Complex? Insights from the Engage 2024 HUD Keynote Session

During Engage 2024, Ashley (Ash) Sheriff, Deputy Assistant Secretary on Assignment for Public Indian Housing (PIH) Information Technology (IT), gave the HUD keynote session. Focusing on technology updates at HUD, Ash tackled a question many have asked: Why is HUD’s IT infrastructure so complicated? The session offered a deep dive into HUD’s ongoing efforts to modernize its IT systems, the challenges faced, and the roadmap ahead.

One of the highlights was the discussion on the Housing Information Portal (HIP), a critical component in HUD’s IT transformation. HIP is set to replace the IMS-PIC system, a cornerstone for managing public housing data. Despite its potential, the journey to HIP’s implementation has been anything but straightforward. Delays caused by vendor performance issues and incomplete data migration processes have pushed its full deployment timeline to late FY2025.

The audience learned that HIP’s importance extends beyond technical upgrades—it’s the backbone of HUD’s compliance efforts with the Housing Opportunity Through Modernization Act (HOTMA). Successful implementation of HIP is crucial for PHAs to handle updated compliance forms, calculate rental subsidies more effectively, and manage essential data across a $35 billion funding portfolio.

However, challenges remain, including:

  • Data Migration: Ensuring seamless transfer of data from legacy systems.
  • Stakeholder Engagement: Extensive training and communication with PHAs and vendors.
  • System Dependencies: Coordination with downstream applications reliant on HIP data.

The keynote also explored a larger question: Why does technology modernization seem so daunting at HUD? The complexities stem from a mix of legacy infrastructure, evolving regulations, and the scale of HUD’s operations. But with clear priorities, HUD is making strides toward a future where technology better serves its mission.
